Prior to forming his own consulting company, Community Futures, Neal served in several positions from the Director of Virginia’s Department of Housing and Community Development, to the Economic Development Director for the Town of West, to Director of Virginia’s First Cities Coalition, to the Director of the Urban Partnership to the Director of Virginia's River Country. He has tackled the difficult problems of revitalizing distressed rural and urban areas with the objective of building economically balanced communities. He has worked to enact and implement many of the State’s redevelopment programs, Enterprise Zones, Regional Competitiveness Act, Virginia Main Street Program, Housing Partnership Fund, etc. His greatest accomplishments have been in helping communities achieve their vision.
